Proclamation No. 682 by then President Corazon C. Aquino declares February of every year as Civil Registration Month (CRM). Pursuant to this, the Philippine Statistics Authority – Davao del Norte Provincial Statistical Office (PSA – DavNorPSO for brevity) celebrated the CRM with the theme, “Inclusive and Responsive CRVS: Working Smarter Through Innovation”, through the following activities:

3.1. CRVS Standee.The Civil Registration and Vital Statistics (CRVS) standee was put on display at DavNor PSO in support to CRVS Decade declaration to “Get everyone in the picture” by 2024. The declaration was anchored with the aim to achieve and strengthen responsive and effective CRVS systems for the development of civil registration statistics and services.

4. Help Desk and Mobile Registration. To provide further assistance to the public, the office established a help desk at various malls in Davao del Norte where the PSA – DavNor personnel addressed the concerns of clients regarding their civil registry documents, conducted mobile registration, and handed out civil registration primers.

5.1. Kasalan ng Bayan. ROII Teresa D. Libre discussed the importance of Certificate of Marriage and its effect on the marriage lives of the couples during the “Kasalan ng Bayan” at the Municipality of Santo Tomas.

5.2. CRVS 101 Seminar. CSS Pepito D. Amoyen served as resource speaker on Modules (1-3) during the training on CRVS 101 conducted by PSA – Davao Occidental PSO. The training aimed to equip the Davao Occidental PSO staff and LCRO staff of Davao Occidentalon civil registration concepts, laws and policies.

6. 15 February 2019

6.1. Local Civil Registrars’ Monthly Forum. The League of Civil Registrars gathered to address the concerns and discuss updates on civil registration at the training room of DavNor PSO.

6.2. RA 10173 “Data Privacy Act” Orientation Seminar. Representatives from the LCROs attended an orientation seminar on RA 10173, known as the “Data Privacy Act of 2012”. AOI Caroline C. Cañeda presented the salient points of the republic act.

6.3. Civil Registration Quiz (CRQ). PSA – DavNor PSO conducted the 2019 CRQ which was participated by LCROs’ staff, wherein its purpose is to assess their knowledge on civil registration laws and updates. Results from the quiz will also be utilized as one of the references of their training needs on civil registration.

7. 18-19 February 2019

Updates on Civil Registration for Solemnizing Officers and Medical Records Staff. On 18 February 2019, CSS Amoyen talked about Administrative Order No. 1, s. 2007, known as the Implementing Rules and Regulations (IRR) Governing the Registration of the Authority to Solemnize Marriage of Bishops, Heads/Founders of Religions and Religious Sects, Priests, Imams, Religious Ministers, Tribal Heads/Leader/Chieftains, Community Elders, and Other Designated Authorities with the Civil Registrar General.

While on 19 February 2019, the CSS talked on Modules of CRVS 101 to the Medical Records Clerks. The seminar was held at 3rd Floor City Hall Building, City of Panabo, Davao del Norte.

8. 22 February 2019

LGU – Asuncion CR Quiz and Induction of Elected Officers. ROII Teresa D. Libre and SA Charielle Mae C. Catigara attended the CR Quiz conducted by MCRO – Asuncion, which was participated by the Barangay Secretaries and MCRO staff of Asuncion, Davao del Norte. They served as Quiz Facilitator and Quiz Master, respectively. Moreover, ROII Libre led the induction of elected officers of the League of Barangay Secretaries of Asuncion, which was likewise held on same day. The events were held at Asuncion Evacuation Center Building, Cambanogoy, Asuncion.

9. 27 February 2019

9.1. Orientation on Solemnizing Marriage. During the 6th National Unity Summit of the Alliance for Interactive Ministers Philippines, CSS Pepito D. Amoyen was invited to conduct an orientation on solemnizing marriage, which was held at Philippine Human Resource Development Center (PHRDC), Barangay Catagman, Peñaplata District, Island Garden City of Samal (IGaCoS).

9.2. RSSO XI Civil Registration Quiz. Representatives from Provincial Statistical Offices of PSA Region XI competed in the Civil Registration Quiz conducted by RSSO XI. ROIDorothy Jan F. Maghanoy of DavNor PSO successfully bagged the3rd place.

10. 28 February 2019

10.1. PSA – Compostela Valley PSO Civil Registration Quiz. In observance to the CRM, PSA – Compostela Valley PSO conducted a poster-making contest, extemporaneous speech and quiz bowl. ROI Teresa D. Libre was invited to be one of the judges of the competitions, which were participated by elementary and high school students held at Comval Hotel, Poblacion, Nabunturan, Compostela Valley.

10.2. PSA – RSSO XI conducted the CRVS 101 Forum. CSS Pepito D. Amoyen was invited as Resource Speaker on this activity and discussed before the RSSO XI staff the Module 3 of CRVS 101, which is an Updates on CRG Issuances.

With the collective effort of PSA-DavNor Personnel and Local Government Units of the Province of Davao del Norte through the staff of Local Civil Registrar Offices, these activities were carried out with an aim on increasing awareness on the importance of civil registration.

Likewise, this Highlights wants to convey the importance of supports undertaken through the invitations from Davao Occidental Provincial Statistical Office, Regional Statistical Services Office XI, and Compostela Valley Provincial Statistical Office of which DavNor PSO appreciated it so much with intention to sustain its supports to all offices with proper communication.

Summarily, all activities were done on pointing to deliver registration services with integrity,specially on strengthening our relationship with Local Civil Registrars with a common goal on registering event in line with laws, rules, and policies of civil registration, and to satisfy all clients of PSA, either the internal or external clients, which expectedly redound into error-free civil registration and production of quality civil registration statistics.
