PhilSys Birth Registration Assistance Project (PBRAP), is one of the Philippine Statistics Authority's key initiatives for 2022. Its purpose is to guarantee that all births of Filipinos are registered in the Local Civil Registry Offices (LCROs) and that they will enroll with the Philippine Identification System. It is in agreement to adopt the Ministerial Declaration to “Get everyone in the picture” in Asia and the Pacific Civil Registration and Vital Statistics (CRVS) Decade 2015-2024.

In light of this, the Municipal Civil Registrar Hazel D. Preglo of the Local Civil Registry Office of Jose Abad Santos, which has the most PBRAP targets among the municipalities in the province of Davao Occidental, organized a civil registration training workshop from 08 May 2023 to May 10 2023.

The training workshop was attended by barangay secretaries of the 26 barangays of the municipality.  This is one of the strategies used by Jose Abad Santos LCRO to achieve their goal by engaging the barangay secretaries to assist in the registration of births. Pursuant to Section 394 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, mandates the Barangay Secretary to assist the city or municipal civil registrar in the registration of births, deaths and marriages within their territorial jurisdiction. Also present during the training workshop are the Solemnizing officers, medical practitioners, and personnel from Jose Abad Santos Municipal Police Office as they play a vital role in the civil registration process.

 The Philippine Statistics Authority (PSA) Davao Occidental Provincial Statistical Office, headed by Chief Statistical Specialist Jessie A. Madulin, was invited as resource persons to the above-mentioned activity. The 3-day training consists of 7 sessions discussed by Chief Statistical Specialist Jessie A. Madulin, Statistical Analyst Charmaine Sabanal, and Registration Officer I Marian Jade M. Caluyan.
