The Philippine Statistics Authority (PSA) Davao Occidental Provincial Statistical Office headed by Chief Statistical Specialist (CSS) Jessie A. Madulin attended the 2023 First Quarter Provincial Development Council (PDC) Meeting at the Provincial Capitol Building, Barangay Lais, Malita, Davao Occidental on 29 March 2023.
The first quarter 2023 PDC meeting was presided by Hon. Atty. Franklin P. Bautista, Provincial Governor of the Province of Davao Occidental as the PDC Chairperson. The meeting started with the preliminary activities, then as the Chairperson called to order and with the members in quorum acknowledged by the Provincial Planning and Development Coordinator (PPDC) of Davao Occidental Maria Theresa M. Ypil, EnP., the meeting proceeded to the presentation of the agenda. Amongst of the members that were present during the meeting are the municipal Mayor of Jose Abad Santos Hon. Atty. Jason John A. Joyce and Hon. Mayor Michael A. Maruya of Don Marcelino, as well as the representatives from the municipalities of Santa Maria, Malita and Sarangani, national government agencies, local governments units and non-government organizations.
As PSA Davao Occidental was invited as one of the presenters, CSS Madulin thoroughly presented the overview of the Community-Based Monitoring System (CBMS). The meeting served as an opportunity for the PSA to inform the members of the PDC that all five municipalities of Davao Occidental namely: Don Marcelino, Jose Abad Santos, Malita, Santa Maria and Sarangani, will be participating on this year’s CBMS roll-out, with the full support of Governor Franklin P. Bautista and the rest of the provincial government.
The CBMS is an organized technology-based system that involves collection, processing and validation of disaggregated data. It will be used for planning, program implementation, and impact monitoring in targeting beneficiaries. Furthermore, CBMS aims to capture local-level key development indicators such as health, nutrition, housing, water and sanitation, basic education, income, employment, and peace and order. Through this process, CBMS will be able to generate relevant higher-level statistics that will complement and supplement the local level data that would assist the government to identify which area is in the most need of public spending.
The discussion of CSS Madulin led to the approval and adoption of the CBMS by the members of PDC, and for endorsement to the Sangguniang Panlalawigan (SP). The activities on the CBMS roll-out in Davao Occidental are targeted to start in the second quarter of this year.
