Republic Act 11223 or the Universal Health Care Act (UHC) was made into law last 20 February 2019 by the former President Rodrigo Duterte. It mandates the institutionalization of health technology assessment (HTA) as a fair and transparent priority setting mechanism that shall be recommendatory to the DOH and PhilHealth for the development of policies and programs, regulation, and the determination of a range of entitlements such as drugs, medicines, pharmaceutical products, other devices, procedures and services.

Dr. Estacion-Griño emphasized that preventive measures is best in reducing the risk of severe complications due to late detection of illnesses. By screening and consultation, onset of complicated diseases commonly detected on the later stage can be prevented. This is the reality in the present which calls for a comprehensive health care reform. It costs the government a large amount of spending in addressing the needs of sick Filipinos whose diseases are severe to be treated.
Complete blood count, urinalysis, fecalysis, blood sugar and emergency health services are the basic health services that the clinic can provide to its patients. Access to these services meets the basic rights of Filipinos to health care.
