Philippine Statistical Office – Davao Occidental headed by Chief Statistical Specialist Jessie A. Madulin together with the Provincial Planning and Development Office headed by Provincial Planning and Development Coordinator Maria Theresa M. Ypil, EnP conducted an Orientation on Community-Based Monitoring System (CBMS). The activity was attended by representatives of the Municipal Planning and Development Offices, Municipal Budget Offices and Sangguniang Bayan of the five (5) Municipalities within the province of Davao Occidental on 19 January 2023 at the Provincial Planning and Development Office, Provincial Capitol
Compound, Lais, Malita, Davao Occidental.
PPDC Ypil welcomed and thank everyone for attending the orientation. She also explained what to expect during the orientation, why is it necessary for all the municipality to join in conducting CBMS and urged everyone the CBMS so that no one should be left behind.
The orientation aims to inform all participants on the background of CBMS and its importance to the Local Government of Units in making their plans and programs for the development of their respective municipalities. Concerns raised by the attendees were also addressed during the discussion.
In April 2019, Republic Act No. 11315 or the Community-Based Monitoring System (CBMS) Act was signed by the President establishing CBMS in all cities and municipalities as an economic and social tool towards the formulation and implementation of poverty alleviation and development programs which are specific, targeted, and responsive to the basic needs of each sector of the community. Pursuant to Section 6 of the CBMS Act, the Philippine Statistics Authority (PSA) shall be the lead agency to implement the CBMS through the CommunityBased Statistics Service (CBSS). CBMS aims to generate more relevant and locally disaggregated statistics on poverty including the Multidimensional Poverty Index (MPI).
CSS Madulin presented the timetable of CBMS activities and expressed his gratitude to all the municipalities who confirm to join in conducting CBMS in 2023. He further stressed that data gathered in CBMS is very important in crafting development plans and programs in every locality to have a more accurate, targeted and efficient use of government resources.
