
NABUNTURAN, DAVAO DE ORO | 27 May 2025 – In a bold step towards modernization and inclusive public service, the Philippine Statistics Authority (PSA) Davao de Oro proudly launched its first-ever PSA Managed Civil Registry System (CRS) Outlet in Nabunturan, anchored on the local thrust of “PAGSUBANG” – a Visayan term that symbolizes new beginnings, progress, and development.
The launch represents a pivotal moment for the province, being the second PSA Managed CRS outlet in the country and made possible under the Civil Registry System – Information Technology Project Phase 2 (CRS-ITP2). It stands as a testament to PSA’s mission of bringing civil registration services faster, smarter, and closer to every Filipino.
CRS Blessing, Ceremonial Ribbon-Cutting, and Commencement of Client Serving Operations
The Go-Live Launching was held at the outlet’s location at BMP Surebuild Bldg., M. Fuentes Ave., Poblacion, Nabunturan, and commenced with a solemn blessing and ceremonial ribbon-cutting. Immediately following this was the commencement of the client service transaction with none other than Hon. Mayor Myrocel C. Balili of the Local Government Unit (LGU) of Nabunturan being the first official client.
“Mangadlawon ta sa una moadto sa Davao pero karon, as the first client sa CRS outlet kay less than ten minutes nakuha na nako ang birth certificate. Dali na lang kaayo,” the Mayor said with delight.
“Pasalamat sab mi sa PSA kay sa tanan namong outreach program, ang Serbisyo Uban sa Gugma Caravan, even sa mga lagyo na sitio, mga barangay diri sa Nabunturan, kauban gyud namo ang PSA,” she added.
The outlet is equipped to serve an average of 200 walk-in clients daily and caters not only to Nabunturan but also to nearby municipalities. The CRS outlet offers a wide range of services including:
• Copy issuance and authentication of Birth, Marriage, and Death Certificates
• Certificate of No Marriage (CENOMAR)
• Certificate of No Death (CENODEATH)
• Access to Viewable Online records and DocPrint services.




Opening Ceremony of the Inaugural Go-Live for the Nabunturan CRS Outlet
The Opening Ceremony followed at the Sanitary Function Hall, Poblacion, Nabunturan graced by PSA officials and local leaders. In his welcome message, Chief Statistical Specialist (CSS) Abraham Enrico E. Gulay, Jr. encouraged attendees to become advocates of the new CRS outlet.
“We are requesting everyone present here today to gradually spread this good news to your constituents… We reaffirm our commitment to bring government services closer to the people with more convenience and lesser expense,” said CSS Gulay.
Representing PSA Regional Statistical Services Office XI, Officer-In-Charge Regional Director (OIC-RD) Randolph Anthony B. Gales highlighted the greater vision behind the outlet’s launch.
“The establishment of this CRS outlet reflects our shared commitment to making essential civil registry services more accessible. No longer will residents have to endure the inconvenience of traveling to Tagum City. We are bringing these vital services closer to your home here in Davao de Oro,” said OIC-RD Gales.
“As we celebrate this momentous occasion, let us acknowledge the values of integrity, transparency, and dedication that underpin our work,” he added.
Usec. Claire Dennis S. Mapa, the PSA National Statistician and Civil Registrar General, delivered a virtual message, emphasizing the national significance of the Nabunturan CRS outlet.
“Today, we celebrate the inauguration of the second PSA Managed CRS outlet in the country. This facility in Nabunturan also marks the 79th CRS outlet under CRS ITP2, and the sixth in Region XI, joining outlets in Davao City, Tagum City, Digos City, Mati City, and Malita,” Usec. Mapa shared.
“We ask for your cooperation and support in ensuring that fraudulent activities will not prosper in this newly inaugurated PSA Managed CRS outlet,” he concluded.



Awarding of COLB in SECPA to BRAP Beneficiaries in Nabunturan
The program also featured the awarding of Certificates of Live Birth (COLB) in Security Paper (SECPA) to selected beneficiaries under the Birth Registration Assistance Project (BRAP) in Nabunturan. The project aims to assist unregistered individuals, especially from marginalized sectors, in securing their official birth documents.
The PSA extended its gratitude to the Municipal Government of Nabunturan for its unwavering support in realizing the project and facilitating seamless operations. The LGU pledged to continue supporting all PSA initiatives, in line with their shared slogan “Serbisyo Uban sa Gugma.”

Looking Ahead
With operations now fully underway, the Nabunturan CRS Outlet stands as a pillar of accessible and efficient public service. The PSA Davao de Oro invites everyone to utilize the outlet’s services available Monday to Friday, 8:00 AM to 5:00 PM (cutoff at 4:00 PM).
