City of Mati, Davao Oriental – The Philippine Statistics Authority (PSA) Davao Oriental Provincial Statistical Office kicked-off the celebration of the 33rd Civil Registration Month (CRM) by conducting various activities on 01 February 2023 in City of Mati. The day started with the celebration of Holy Mass in the morning at the provincial office. The mass was presided by Rev. Fr. Darwey Clark, DCM and was attended by PSA Davao Oriental personnel and staff from the City Civil Registrar of Mati.

In the afternoon, a short opening program was held. It was attended by the city/municipal civil registrars (C/MCRs) and their representatives as well as employees of PSA Davao Oriental. In her message, Officer-in-Charge (OIC) Emily P. Tomogdan, reminded everyone who were present on the value of civil registry documents and encouraged everyone to continuously learn and innovate to improve the delivery of civil registration products to Oryental Dabawenyos.
Statistical Analyst Jann Blair P. Salinas presented an overview of the 33rd CRM celebration and the schedule of activities to be conducted provincewide.
A message was also delivered by MCR Mary Juvy B. Bongcayo, Municipal Civil Registrar (MCR) of Lupon, Davao Oriental and Acting President of the Kapisanan ng mga Tagapag-rehistro Sibil ng Silangang Dabaw, Inc. (KATASSIDA). She emphasized the role of the Local Civil Registry Offices (LCROs) in bringing civil registration closer to the people and expressed the commitment of the league of C/MCRs in Davao Oriental to deliver efficient and effective Civil Registration and Vital Statistics (CRVS).
Right after the opening program, a conference between PSA and LCRO was conducted. During the conference, issues and concerns affecting civil registration programs in the LCROs were raised and noted. OIC Tomogdan presented the updates on the PhilSys Birth Registration Assistance Project (PBRAP) and the Criteria for the Best LCRO Awards. During the open forum, the following key issues and concerns were raised: (1) delays in PBRAP verification, (2) updated national directory of LCROs, (3) distribution of copies of Memorandum Circulars, and (4) unavailability of IP Form Attachment for Birth. OIC Tomogdan assured everyone that all of these will be attended.
Presidential Proclamation No. 682 declares the month of February of every year as Civil Registration Month (CRM) affirmed by former President Corazon C. Aquino on the 28th of January 1991. The annual observance aims to remind the citizenry of their duty to register acts and events concerning status of persons, enhance nationwide awareness and appreciation of the legal, administrative, and statistical values of civil registry documents and enjoin policy makers and the Local Government Units (LGUs) to provide adequate funds for CRVS and enforcement and administration of laws.
This year’s celebration is anchored on the theme PSA@10: Providing Efficient and Effective Civil Registration and Vital Statistics through Digital Transformation. The public are also enjoined to participate in the 33rd CRM celebration by timely registering vital acts and events in their nearest LCROs.
