The synchronous 2024 Municipal Community-Based Monitoring System (CBMS) Coordinating Board (MCCB) of the Municipality of Kapalong, Davao del Norte officially convened at the Conference Room of the Municipal Planning Development Office, last 22nd of February 2024.
Chief Statistical Specialist Pepito D. Amoyen presided the meeting when he was informed that the Honorable Mayor Maria Theresa R. Timbol cannot arrive to presides. However, she was able to attend within the meeting time period.
The CSS highlighted the background and legal bases of CBMS and the creation of the MCCB. One of it is the Philippine Statistical Act of 2013 (RA 10625), PSA shall be the primary responsible for all national censuses and surveys, sectoral statistics, consolidation of the administrative recording system, and compilation of national accounts.
It was discussed also the objectives of the 2024 CBMS, on establishing a database through a work-leg data collection. Data sharing is allowed through the information management system with respect to the fundamental human right to privacy, ensure data quality, and uphold data protection; principles of legitimate purpose, transparency, and proportionality.
Moreover, CBMS provides LGUs with reliable, evidence-based data to inform policy formulation, resource allocation, and monitoring of development initiatives. LGUs can gain a deeper understanding of the diverse challenges and priorities within their jurisdiction. The grassroots participation not only promotes transparency but also ensures that policies and programs are tailored to meet the specific needs of local communities.
