DAVAO DE ORO—As of 31 December 2024, a total of 683,946 individuals, or 89.1 percent of the province’s population of 767,547, have registered to the National Identification System (NIS). In 2024 alone, the National ID Registration Team successfully registered an additional 43,215 individuals. This achievement underscores the province’s commitment to inclusive registration efforts.

Municipalities with High and Low Registration Coverage

Among the 11 municipalities in Davao de Oro, Laak, Mabini, Montevista, and Nabunturan posted registration figures above the provincial average. Conversely, municipalities such as Monkayo, Compostela, and Pantukan reported the highest number of unregistered individuals, highlighting areas where intensified registration efforts are needed.

Issuance of National ID in Paper Accelerates Access

To expedite the benefits of National ID registration, the PSA launched the issuance of National ID in Paper in October 2022. To date, 137,175 National IDs in Paper have been issued to registrants in Davao de Oro, representing 79.8 percent of the targeted 172,000 issuance for the province. The National ID in Paper contains the registrant’s National ID Card Number, demographic details, and a QR code for authentication, carrying the same functionality and validity as the physical card.

Municipalities with the highest number of issued National ID in Paper include Nabunturan (21,830), Compostela (15,687), and Monkayo (15,532). Meanwhile, Mawab (7,173), Montevista (8,399), and Mabini (8,723) recorded the lowest issuance figures. The transition to real-time National ID in Paper issuance has significantly enhanced service delivery, allowing registrants to receive their National ID immediately after registration.

PhilID Delivery Achieves Remarkable Success Rate

The Philippine Postal Corporation (PHLPost), in collaboration with PSA and the Bangko Sentral ng Pilipinas (BSP), has delivered 99.98 percent of the National IDs dispatched to Davao de Oro. Of the 518,660 National IDs sent by BSP to postal areas in the province, 518,549 have been successfully delivered by local postmasters. This near-perfect success rate demonstrates the efficiency and dedication of PHLPost in reaching registered individuals.

Addressing Return-to-Sender Cases

Despite the high delivery success rate, unclaimed or undeliverable National IDs remain a challenge. As of December 31, 2024, PSA Davao de Oro has received 871 Return-to-Sender (RTS) National IDs. These unclaimed IDs were primarily due to deceased registrants, relocated individuals, or untraceable addresses. Of these, 395 National IDs were successfully redelivered, emphasizing PSA’s commitment to ensuring that every registrant receives their National ID.

National Identification System at the Forefront of Nation-Building

The significant strides made in National ID registration and issuance in Davao de Oro reflect the collective efforts of PSA, PHLPost, BSP, and local government units. With 89.1 percent of the population registered and continuous improvements in National ID issuance and delivery, NIS is paving the way for enhanced access to public services and economic opportunities for the residents of Davao de Oro.
