On 23 September 2023, during the momentous “Bagong Pilipinas” governance brand launch at the Monkayo Dome in Brgy. Poblacion, Monkayo, Davao de Oro, the Philippine Statistics Authority (PSA) participated in the ceremonial turnover for the distribution of free birth certificates (Certificate of Live Birth or COLB) with security paper (SECPA) to the PhilSys Birth Registration Assistance Project (PBRAP) beneficiaries. A total of 34 beneficiaries received the copy of their birth certificate.

This event served as a testament to the government’s commitment in ensuring every Filipino to have access to vital documentation, a fundamental right that empowers individuals and strengthens the nation.

The “Bagong Pilipinas” governance brand launch was a historic event which was simultaneously celebrated in Ilocos Norte and Camarines Norte in Luzon, Leyte in Visayas, and Davao de Oro in Mindanao.

“Ang programang ito ay isa lamang sa mga unang hakbang ng pamahalaan upang magkaroon ng bagong pag-asa at bagong simula ang mga Pilipino”, President Marcos said during the Bagong Pilipinas Serbisyo Fair (BPSF) launching in Nabua, Camarines Sur.

During the ceremony in Monkayo, Davao de Oro, Deputy National Statistician (DNS) Fred S. Sollesta of PSA Central Office-PhilSys Registry Office, along with Officer-In-Charge Regional Director (OIC-RD) Randolph Anthony B. Gales of Regional Statistical Services XI, Chief Statistical Specialist (CSS) of PSA Davao de Oro, Abraham Enrico E. Gulay, Jr., and Local Civil Registrar Estela P. But of LGU Monkayo, joined hands to facilitate the turnover of free COLB with SECPA to PBRAP beneficiaries.

The COLB with SECPA not only validates the birth of an individual but also ensures their access to various government services especially in the Philippine Identification System (PhilSys) or National ID system, including education, healthcare, and social welfare. It serves as a cornerstone of a person’s legal identity and is instrumental in securing various rights and opportunities throughout their life.
