The City Community-Based Monitoring System (CBMS) Coordinating Board of the Municipality of Carmen was officially convened for the synchronous 2024 CBMS at the Municipality of Carmen, Davao del Norte last 13th of March 2024.

Chief Statistical Specialist Pepito D. Amoyen discussed the importance of CBMS on planning for poverty alleviation, and highlighted the list of possible assistance to be provided by the Municipality of Carmen for the successful conduct of CBMS. He mentioned that issues on boundary conflict, if any should be resolved first before the start of POPCEN-CBMS operation. He added that the assistance of the member coming from the Philippine National Police (PNP), specially on peace and order status in hard-to-reach areas are deemed necessary in diversionary operation plan to avoid any accidents that may happen to the hired enumerators.
The general roles and responsibilities of the members of the MCCB were discussed and as follows:
- Oversee the implementation of the CBMS operations in the city/municipality;
- Report the status to the concerned Provincial CBMS Coordinating Board;
- Resolve issues and concerns encountered in the conduct of CBMS;
- Escalate to the Provincial CBMS Coordinating Board any issues that cannot be resolved at the city/municipal level; and
Facilitate the approval and timely release of funds (if any) and/or other requirements for the conduct of CBMS.
Wrapping up the meeting with a groupie with the CCB Board and PSA
Lastly, the Acting-Mayor of Carmen is hoping to received the template of the Memorandum of Agreement (MOA) to be signed both by the PSA and the municipality for the latter to extend the needed assistance to the conduct of POPCEN-CBMS. Further, the MOA is needed as reference by the Council of the municipality to give power to the Mayor to enter into an agreement with the PSA.
