85.0 percent are registered in Davao de Oro

As of 31 March 2024, the individuals in Davao de Oro who are reported to have registered with the Philippine Identification System (PhilSys) also known as the National ID registration is 652,492, constituting 85.0 percent of the province's total population of 767,547. Notably, during first quarter of the year 2024, the PhilSys Registration Team (PRT) registered an additional 11,761 individuals (see Figure 1 and Table 1).

Moreover, among the 11 municipalities of Davao de Oro, three (3) municipalities recorded above-par registration coverage to the province, namely, Laak, Montevista, and Nabunturan. On the other hand, Monkayo, Compostela, and Pantukan posted the highest number of unregistered individuals to the National ID registration. (Tables 1 and 2)

More than 132,000 individuals received their ePhilID copy

The issuance of PhilSys digital ID, also known as ePhilID, is a proactive strategy of the Philippine Statistics Authority (PSA) that allows registrants to immediately enjoy the benefits of being PhilSys registered. Since its launching last October 2022, a total of 132,281 ePhilIDs have been issued to registered individuals in Davao de Oro. This is 76.9 percent of the 172,000 ePhilIDs targeted to be delivered in the province. (Figure 2 and Table 3)

Features of the ePhilID contain the person’s PhilSys Card Number (PCN) and basic demographic information together with the QR code that is used for its authentication. Meanwhile, the ePhilID has the same functionality and validity as the physical card.

Looking into the per municipality issuances of ePhilIDs, Nabunturan (18,543) recorded the highest number of deliveries followed by Compostela (15,339) and Monkayo (15,189). On the other hand, Mawab (7,173), Montevista (8,349), and Mabini (8,723) posted the lowest ePhilID issuances in the province. (Table 3) 

Before, the generation of ePhilIDs has been centralized in the PRO (known as Mode 2 ePhilID issuance) but then recently, the PRT has been advised to do daily uploading of registered data packets so that they can generate the ePhilIDs at their respective field offices and registration centers (known as Mode 1 ePhilID issuance). In this way, the issuance of ePhilIDs to registered individuals will be fast-tracked. At present, real-time issuance has been implemented, allowing clients to receive their ePhilID immediately after registration to the National ID.

99.98 percent delivered vs received PhilIDs

In the implementation of PhilSys, PSA is tasked with its registration while Bangko Sentral ng Pilipinas (BSP) will facilitate the printing of the physical card and the Philippine Postal Corporation (PHLPost) will deliver the PhilIDs to the registered individuals. 

Based on the delivery updates of PHLPost shared with the PRO, BSP has dispatched a total of 518,493 PhilIDs to the Postal Areas in Davao de Oro. Of these received PhilIDs from BSP, 99.98 percent or 518,377 were delivered by the local Postmasters of the province to the registered individuals. (Table 4)

More than 700 recorded Return-to-Sender PhilIDs

PHLPost is the partner agency of PSA in the delivery of the PhilIDs together with their local Postmasters. As per agreement, they will deliver the PhilIDs in three attempts and the unclaimed cards will be stored in their office within 30 days. After this timeline, unclaimed Return-to-Sender PhilIDs will be endorsed to PSA.

As of 31 March 2024, PSA Davao de Oro received 725 unclaimed RTS PhilIDs due to deceased cardholders and changed locations (moved-out) or unlocated PhilID holders. Additionally, the office has recorded a total of 476 re-delivered PhilIDs. 

Technical Notes:

Philippine Identification System or PhilSys refers to the government’s central identification platform for all Filipino citizens and resident aliens of the Philippines.

PhilSys Step 2 Registration is the validation of supporting documents and collection of biometric information such as iris scan, fingerprints, and front-facing photographs.

PhilID refers to the physical ID card that serves as a valid proof of identity that can be used to transact with the government and the private sector. The is a non-transferable card that contains a registrant’s demographic and biometric information such as full name, birth date, address, front-facing photograph, and the PhilSys Card Number or PCN. This is issued upon successful registration to the PhilSys.

ePhilID is the digital copy of the PhilID and has the same functionality and validity as the physical card. It is a proactive strategy of the PSA that will allow more Filipinos to immediately enjoy the benefits of being PhilSys-registered.
