Moreover, among the 11 municipalities of Davao de Oro, four (4) recorded above par registration coverage to the province, namely, Laak, Maco, Montevista, and Nabunturan. On the other hand, Monkayo, Pantukan, and Compostela posted the highest number of unregistered individuals to the National ID registration. (Tables 1 and 2)

 

 

More than 120,000 individuals received their ePhilID copy     
 

 

The issuance of PhilSys digital ID, also known as ePhilID, is a proactive strategy of the Philippine Statistics Authority (PSA) that allow registrants to immediately enjoy the benefits of being PhilSys registered. Since its launching last October 2022, a total of 121,452 ePhilIDs were issued to registered individuals in Davao de Oro. This is 70.6 percent of the 172,000 ePhilIDs targeted to be delivered in the province. (Figure 2 and Table 3)

They are two modes of ePhilID printing, namely, Mode 1 which is the printing of ePhilID from the files generated through the DCS portal conducted by the PRT and Mode 2 which is the printing of ePhilIDs downloaded by the PhilSys Registry Office (PRO). Further, the PRT issuance of ePhilIDs to registered persons is through plaza-type and house-to-house distribution.

Features of the ePhilID contain the person’s PhilSys Card Number (PCN) and basic demographic information together with the QR code which is used for the authentication of the ePhilID. The ePhilID has the same functionality and validity as the physical card.

Looking into per municipality issuances of ePhilIDs, Nabunturan (14,839) recorded the highest number of deliveries followed by Monkayo (14,446) and Compostela (14,299). However, Mawab (6,919), Montevista (7,411), and Mabini (8,305) posted the lowest ePhilID issuances in the province.     
 

Before, the generation of ePhilIDs has been centralized in the PRO but then recently, the PRT has been advised to do daily uploading of registered data packets so that they can generate the ePhilIDs at their respective field offices and registration centers. In this way, the issuance of ePhilIDs to registered individuals will be fast tracked.

In the implementation of PhilSys, PSA is tasked for its registration while Bangko Sentral ng Pilipinas (BSP) will facilitate the printing of the physical card and Philippine Postal Corporation (PHLPost) will deliver the PhilIDs to the registered individuals.

Based on the delivery updates of PHLPost shared to the PRO, BSP have dispatched a total of 485,641 PhilIDs to the Postal Areas in Davao de Oro. Of these received PhilIDs from BSP, 98.8 percent or 479,838 were delivered by the local Postmasters of the province to the registered individuals. (Table 4)

PHLPost is the partner agency of PSA in the delivery of the PhilIDs together with their local Postmasters. As per agreement, they will deliver the PhilIDs in three attempts and the unclaimed cards will be stored in their office within 30 days. After this timeline, unclaimed Return-to-Sender PhilIDs will be endorsed to PSA.

As of 30 June 2023, PSA Davao de Oro received 496 unclaimed RTS PhilIDs due to deceased cardholders and changed locations (moved-out) or unlocated PhilID holders.

Philippine Identification System or PhilSys refers to  the government’s central identification platform for all Filipino citizens and resident aliens of the Philippines.

PhilSys Step 2 Registration is the validation of supporting documents and collection of biometric information such as iris scan, fingerprints, and front-facing photographs.

PhilID refers to the physical ID card that serves as a valid proof of identity that can be used to transact with the government and the private sector. The is a non-transferable card which contains a registrant’s demographic and biometric information such as full name, birth date, address, front-facing photograph, and the PhilSys Card Number or PCN. This is issued upon successful registration to the PhilSys.

ePhilID is the digital copy of the PhilID and has the same functionality and validity as the physical card. It is a proactive strategy of the PSA that will allow more Filipinos to immediately enjoy the benefits of being PhilSys-registered.
