83.5 percent are registered in Davao de Oro

 

As of 30 December 2023, 640,731 individuals in Davao de Oro are reported to have registered with the Philippine Identification System (PhilSys) also known as the National ID System, constituting 83.5 percent of the province's total population of 767,547. Notably, during the year 2023, the PhilSys Registration Team (PRT) registered an additional 28,918 individuals (see Figure 1 and Table 1).

 

 

Moreover, among the 11 municipalities of Davao de Oro, three (3) municipalities recorded above-par registration coverage to the province, namely, Maco, Montevista, and Nabunturan. On the other hand, Monkayo, Pantukan, and Nabunturan posted the highest number of unregistered individuals to the National ID registration. (Tables 1 and 2)

 

 

 

More than 127,000 individuals received their ePhilID copy

 

The issuance of PhilSys digital ID, also known as ePhilID, is a proactive strategy of the Philippine Statistics Authority (PSA) that allows registrants to immediately enjoy the benefits of being PhilSys registered. Since its launching last October 2022, a total of 127,288 ePhilIDs have been issued to registered individuals in Davao de Oro. This is 74.0 percent of the 172,000 ePhilIDs targeted to be delivered in the province. (Figure 2 and Table 3)

 

There are two modes of ePhilID printing, namely, Mode 1 which is the printing of ePhilID from the files generated through the DCS portal conducted by the PRT, and Mode 2 which is the printing of ePhilIDs downloaded by the PhilSys Registry Office (PRO). Additionally, the issuance of ePhilIDs by the PRT to registered individuals is now in real-time. This means that after the step 2 registration of a client, they can promptly receive their ePhilID.

 

Features of the ePhilID contain the person’s PhilSys Card Number (PCN) and basic demographic information together with the QR code that is used for its authentication. Meanwhile, the ePhilID has the same functionality and validity as the physical card.

 

 

Looking into the per municipality issuances of ePhilIDs, Nabunturan (16,486) recorded the highest number of deliveries followed by Compostela (15,020) and Monkayo (15,012). On the other hand, Mawab (7,060), Montevista (7,811), and Mabini (8,574) posted the lowest ePhilID issuances in the province.

 

Before, the generation of ePhilIDs has been centralized in the PRO but then recently, the PRT has been advised to do daily uploading of registered data packets so that they can generate the ePhilIDs at their respective field offices and registration centers. In this way, the issuance of ePhilIDs to registered individuals will be fast-tracked. At present, real-time issuance has been implemented, allowing clients to receive their ePhilID immediately after registration.

 

 

99.0 percent delivered vs received PhilIDs

 

In the implementation of PhilSys, PSA is tasked with its registration while Bangko Sentral ng Pilipinas (BSP) will facilitate the printing of the physical card and the Philippine Postal Corporation (PHLPost) will deliver the PhilIDs to the registered individuals.

 

Based on the delivery updates of PHLPost shared with the PRO, BSP has dispatched a total of 508,923 PhilIDs to the Postal Areas in Davao de Oro. Of these received PhilIDs from BSP, 99.0 percent or 503,994 were delivered by the local Postmasters of the province to the registered individuals. (Table 4)

 

 

More than 600 recorded Return-to-Sender PhilIDs

 

PHLPost is the partner agency of PSA in the delivery of the PhilIDs together with their local Postmasters. As per agreement, they will deliver the PhilIDs in three attempts and the unclaimed cards will be stored in their office within 30 days. After this timeline, unclaimed Return-to-Sender PhilIDs will be endorsed to PSA.

 

As of 30 December 2023, PSA Davao de Oro received 618 unclaimed RTS PhilIDs due to deceased cardholders and changed locations (moved-out) or unlocated PhilID holders. Additionally, the office has recorded a total of 469 re-delivered PhilIDs.

Philippine Identification System (PhilSys), also known as National Identification (National ID) System, refers to the government’s central identification platform for all Filipino citizens and resident aliens of the Philippines. 

PhilSys Step 2 Registration is the validation of supporting documents and collection of biometric information such as iris scan, fingerprints, and front-facing photographs.

PhilID refers to the physical ID card that serves as a valid proof of identity that can be used to transact with the government and the private sector. The is a non-transferable card that contains a registrant’s demographic and biometric information such as full name, birth date, address, front-facing photograph, and the PhilSys Card Number or PCN. This is issued upon successful registration to the PhilSys. 

ePhilID is the digital copy of the PhilID and has the same functionality and validity as the physical card. It is a proactive strategy of the PSA that will allow more Filipinos to immediately enjoy the benefits of being PhilSys-registered.
