90.4 percent are registered in Davao de Oro

As of 31 March 2025, the individuals in Davao de Oro who are reported to have registered with the National ID System is 693,935, constituting 90.4 percent of the province's total population of 767,547 (based on the 2020 Census of Population and Housing (CPH)). Notably, during the first quarter of the year 2025, the National ID Registration Team registered an additional 9,989 individuals. (Figure 1 and Table 1)


 

 

 

Moreover, in the first quarter of this year, among the 11 municipalities of Davao de Oro, four (4) municipalities recorded above-par registration coverage to the province, namely, Laak, Mabini, Montevista, and Nabunturan. On the other hand, Compostela, Monkayo, and Pantukan posted the highest number of unregistered individuals to the National ID System. (Tables 1 and 2)

 

 

More than 140,000 individuals received their National ID in Paper copy


The issuance of National ID in Paper, is a proactive strategy of the Philippine Statistics Authority (PSA) that allows registrants to immediately enjoy the benefits of being National ID-registered. Since its launching last October 2022, a total of 140,602 National ID in Paper have been issued to registered individuals in Davao de Oro. This is 81.7 percent of the 172,000 National ID in Paper targeted to be delivered in the province. (Figure 2 and Table 3)

Features of this National ID in Paper contain the person’s PhilSys Card Number (PCN) and basic demographic information together with the QR code that is used for its authentication. Meanwhile, this has the same functionality and validity as the physical card.

 

 

Looking into the per municipality issuances of National ID in Paper, Nabunturan (23,268) recorded the highest number of deliveries followed by Monkayo (16,029) and Compostela (15,721). On the other hand, Mawab (7,494), Montevista (8,399), and Mabini (8,893) posted the lowest National ID in Paper issuances in the province. (Table 3)

Before, the generation of National ID in Paper has been centralized in the PhilSys Registry Office (PRO), also known as Mode 2 issuance, but then recently, the PRT has been advised to do daily uploading of registered data packets so that they can generate at their respective field offices and registration centers (known as Mode 1 issuance). In this way, the issuance to registered individuals will be fast-tracked. At present, real-time issuance has been implemented, allowing clients to receive their National ID in Paper immediately after registration to the National ID.

 

 

99.98 percent delivered vs received National IDs

In the implementation of National ID, PSA is tasked with its registration while Bangko Sentral ng Pilipinas (BSP) will facilitate the printing of the physical card and the Philippine Postal Corporation (PHLPost) will deliver the physical cards to the registered individuals.

Based on the delivery updates of PHLPost shared with the PRO, BSP has dispatched a total of 518,660 PhilIDs to the Postal Areas in Davao de Oro. Of these received PhilIDs from BSP, 99.98 percent or 518,549 were delivered by the local postmasters of the province to the registered individuals. (Table 4)

 

 

Over 900 replacement National IDs successfully delivered

PSA continues its initiative to replace damaged National IDs, ensuring that affected registrants are issued their corresponding replacement cards.

As of 31 March 2025, PSA Davao de Oro has processed a total of 1,773 reported cases of damaged National IDs for replacement. Of these, 1,100 replacement PhilIDs have been received by the Provincial Statistical Office (PSO) with 950 already claimed by the card owners. Meanwhile, 150 National IDs are still set for delivery.

Davao de Oro PSO remains committed to ensuring the smooth replacement of damaged National ID. With over 900 successfully delivered and more underway, the initiative continues to provide registrants with their updated identification cards efficiently.
