89.1 percent are registered in Davao de Oro
As of 31 December 2024, the individuals in Davao de Oro who are reported to have registered with the National ID System is 683,946, constituting 89.1 percent of the province's total population of 767,547. Notably, during the year 2024, the National ID Registration Team registered an additional 43,215 individuals (see Figure 1 and Table 1).
Moreover, among the 11 municipalities of Davao de Oro, four (4) municipalities recorded above-par registration coverage than the province, namely, Laak, Mabini, Montevista, and Nabunturan. On the other hand, Monkayo, Compostela, and Pantukan are the top three (3) municipalities that posted the highest number of unregistered individuals to the National ID System. (Tables 1 and 2)
More than 137,000 individuals received their National ID in Paper copy
The issuance of National ID in Paper, is a proactive strategy of the Philippine Statistics Authority (PSA) that allows registrants to immediately enjoy the benefits of being National ID registered. Since its launching last October 2022, a total of 137,175 National ID in Paper have been issued to registered individuals in Davao de Oro. This is 79.8 percent of the 172,000 target National ID in Paper to be issued in the province. (Figure 2 and Table 3)
Features of this contain the person’s PhilSys Card Number (PCN) and basic demographic information together with the QR code that is used for its authentication. Meanwhile, this has the same functionality and validity as the physical card.
Looking into the per municipality issuances of National ID in Paper, Nabunturan (21,830) recorded the highest number of issuance followed by Compostela (15,687) and Monkayo (15,532). On the other hand, Mawab (7,173), Montevista (8,399), and Mabini (8,723) posted the lowest National ID in Paper issuance in the province. (Table 3)
Before, the generation of National ID in Paper has been centralized in the PRO (known as Mode 2 National ID in Paper issuance) but then recently, the PRT has been advised to do daily uploading of registered data packets so that they can generate at their respective field offices and registration centers (known as Mode 1 National ID in Paper issuance). In this way, the issuance to registered individuals will be fast-tracked. At present, real-time issuance has been implemented, allowing clients to receive their National ID in Paper immediately after registration to the National ID.
99.98 percent delivered vs received National IDs
In the implementation of National ID System, PSA is tasked with its registration while Bangko Sentral ng Pilipinas (BSP) will facilitate the printing of the physical card and the Philippine Postal Corporation (PHLPost) will deliver the physical card of the National ID to the registered individuals.
More than 800 recorded Return-to-Sender National IDs
PHLPost is the partner agency of PSA in the delivery of the physical card of the National ID together with their local Postmasters. As per agreement, they will deliver the National ID in three attempts and the unclaimed cards will be stored in their office within 30 days. After this timeline, unclaimed Return-to-Sender (RTS) National IDs will be endorsed to PSA.
As of 31 December 2024, PSA Davao de Oro received 871 unclaimed RTS National IDs due to deceased cardholders and changed locations (movedout) or unlocated National ID holders. Additionally, the office has recorded a total of 395 re-delivered National IDs.

National ID System refers to the government’s central identification platform for all Filipino citizens and resident aliens of the Philippines.
National ID Step 2 Registration is the validation of supporting documents and collection of biometric information such as iris scan, fingerprints, and front-facing photographs.
National ID refers to the physical ID card that serves as a valid proof of identity that can be used to transact with the government and the private sector. The is a non-transferable card that contains a registrant’s demographic and biometric information such as full name, birth date, address, front-facing photograph, and the PhilSys Card Number or PCN. This is issued upon successful registration to the National ID System.
National ID in Paper is the digital copy of the National ID and has the same functionality and validity as the physical card. It is a proactive strategy of the PSA that will allow more Filipinos to immediately enjoy the benefits of being National ID-registered.
